Asbestos Consultant and Lead Risk Assessor

Matthew Zappa joined the team in 2014 and is a licensed Individual Asbestos Consultant and Lead Risk-Assessor.  Mr. Zappa is responsible for asbestos and lead assessments, which includes writing bid documents and project specifications, monitoring abatement projects, collecting and analyzing samples, report preparation, and hazard assessments.  Mr. Zappa has over 14 years of experience directly related to the services performed by JEC.


Susan McCleary, MAC

Environmental Consultant

Susan McCleary joined the team in 2019 and is an Austin based trained Geoscientist with an M.Sc in Geoscience research and a Masters in Environmental Science from the University of Edinburgh. She was a Geoscience lecturer at the University of Edinburgh and has multiple academic publications in the field of Geoscience.  She is a Texas licensed Mold Assessment Consultant TDLR# MAC1610. Susan is responsible for Indoor Air Quality and Mold assessments. She has 5 years of experience directly related to services performed by JEC.


James Smith

Project Manager

James Smith joined the team in 2018 and is a licensed Asbestos Project Manager and Asbestos Air Monitor Technician.  Mr. Smith is responsible for asbestos assessments and abatement projects, which include monitoring abatement projects, collecting and analyzing samples, and final report preparation.

Lee Thompson, MAC

Project Manager
Lee Thompson joined the team in 2018 and is a licensed Asbestos Project Manages, Asbestos Air Monitor Technician and Mold Assessment Consultant.  Mr. Smith is responsible for asbestos assessments and abatement projects, which include monitoring abatement projects, collecting and analyzing samples, and final report preparation.


Troy A. Jenkins, CIEC, MAC

Principal Consultant

Troy Jenkins, the Principal Consultant of Jenkins Environmental Consulting, LLC, is a council-certified Indoor Environmental Consultant, a Texas Deparment of State licensed Individual Asbestos Consultant and a TDLR licensed Mold Assessment, Consultant.  Mr. Jenkins is responsible for overall project management, job execution, and quality control.  He is also responsible for directing staff and resources to complete environmental projects on time and on budget.  Mr. Jenkins has over 23 years of experience directly related to the services performed by JEC.


​​Bill Bishop

General Manager

Bill Bishop, joined the team in 2009 and is the General Manager of Jenkins Environmental Consulting, LLC, is a licensed Individual Asbestos Consultant.  Mr. Bishop manages the resources at JEC and is responsible for building assessment and abatement projects.  His duties include writing bid documents and project specifications, coordination and scheduling abatement projects, client relations and preparation of final reports.  Mr. Bishop has over 28 years of experience directly related to the services performed by JEC.


Rachel Williams

Office Manager

Rachel Williams joined the team in 2019 as the office manager of Jenkins Environmental Consulting, LLC. Rachel is a recent transplant to Austin from California.  Rachel manages the day-to-day operation of the Administrative and Financial areas of JEC.  She has 8 years of experience as a successful technical writer and administrator previous to joining JEC.
